Pursuant to Resolutions No. 235 and No. 267 of the Government of Mongolia, adopted in 2026; Resolutions No. 25/01 of 2025 and No. 26/69 of 2026 of the Citizens’ Representative Khural of the Capital City; Order No. A/1164 of the Governor of the Capital City, issued in 2026; and other applicable resolutions and administrative acts, the “Natural Gas Supply Ifrastructure and natural Gas-based energy source” project is being prepared for implementation under a public-private partnership (PPP) arrangement. The Project aims to establish a reliable, safe, efficient, and environmentally sustainable heat supply system for the Denjiin Myanga sub-center of Ulaanbaatar and to support the phased development of liquefied natural gas (LNG)-based heat and gas infrastructure in the Capital City.
The relevant authorities are undertaking the process of selecting a qualified private partner, negotiating and finalizing the terms and conditions of the PPP agreement, and executing the agreement in accordance with applicable laws and regulations.
The Project is envisaged as an integrated infrastructure package comprising the following integrated components:
- A gas-based heating plant at Denjiin Myanga with an installed thermal capacity of 93 MW;
- An LNG receiving, storage, and regasification facility at Tsagaan Davaa; and
- A gas transmission pipeline connecting the Tsagaan Davaa LNG facility to the Denjiin Myanga heating plant, together with all associated engineering infrastructure, utilities, control systems, and ancillary facilities.
The first phase of the Project is scheduled to be commissioned before the commencement of the 2027–2028 heating season.
The Project is aligned with Mongolia’s “Vision 2050” Long-Term Development Policy, the Action Programme of the Government of Mongolia for 2024–2028, and the Action Programme of the Governor of the Capital City for 2024–2028.
The Project is considered strategically important for expanding the coverage and reliability of Ulaanbaatar’s district heating system, reducing air pollution and greenhouse gas emissions, supporting the redevelopment of ger areas, and facilitating the transition toward cleaner and more sustainable urban energy infrastructure.

Accordingly, we invite interested domestic and international investors, technology providers, EPC contractors, operations and maintenance (O&M) operators, financial institutions, and consortia wishing to jointly implement this Project under a public-private partnership to submit a Letter of Interest (LOI) expressing their interest in participating in the Project.
Deadline and Format for Submitting Expressions of Interest
Interested parties must submit a Letter of Interest expressing their interest in participating in the Project by email to ppp@ulaanbaatar.mn no later than 17:00 (Ulaanbaatar Time, GMT+8) on 31 August 2026.
Legal entities that formally express interest will, in accordance with the relevant laws and regulations, be sent an invitation to participate in the next stage of the Project and will have the right to submit a project proposal. This notice is intended solely to identify legal entities capable of implementing the Project and does not create any right or obligation for any party to conclude a contract.
