Mongolia votes for the new Parliament and local government today (June 29, 2016). Since 1992, Mongolia had organized its Parliamentary elections six times where in 1992, 2008 and 2012 the elections organized with 26 or expanded constituencies’, in 1996, 2000 and 2004 with 76 constituencies with 76 mandates.
This year election is very unique as it organized in accordance with the amended law on Elections. Here are the highlights.
December 25, 2015. The Law on Elections amended and ratified.
In accordance with the amended law, elections of 2016 shall be organized with 76 constituencies or each of 76 constituencies shall select one representing member. Prior of this arrangement the election was organized with compound system where 48 members were elected from province and UB and 28 elected by the party list.
May 18, 2016. The General Audit Office set the upper expense limit for the 2016 Parliament Elections, where maximum amount allowed for parties or coalition is set at MNT 4.4 billion and maximum amount for each candidate to be spent for one constituency was around MNT 85 m (5th constituency, Bayan Ulgii province, Ulgii soum, 1, 2, 3, 4, 5, 6, 8, 9, 10, 11, 12, 13 bags ) to MNT225 m (63th constituency, Ulaanbaatar, Chingeltei district 1, 2, 3, 4, 5, 6 khoroos and Nalaikh district). Costs for each constituency was set considering the population and the territory.
May 20, 2016. Parties, coalitions and self-runners registered
The General Election Committee issued a recommendation to parties, coalitions and self-runners to submit their platforms not later than May 20, 2016. 14 parties, three coalitions and 79 self-runners had submitted their platforms to the National Audit Office for the review.
May 30, 2016. Civil Will Green Party obtains rights to run for elections.
The Civil Will Green Party had submitted their documents to the General Election Committee, which considered that the documents do not comply with the requirements. The party had filed a suit to the Administration court. The court resolved the case in favor of the Civil Will Green Party on May 30, 2016 and the party obtained its right to run in elections.
June 7, 2016. Candidates received their confirmation mandates.
In accordance with the Article 128.9 of the Law on Elections, unless there is no any grounds to register candidate, the candidate shall be handed their confirmation mandates 22 days prior of the election date. On June 7, 2016 all the candidates received their confirmation mandates. Total 498 candidates had registered their candidacy to run for the Parliament elections, including 429 candidates from 12 parties, three coalitions and 69 self-runners. One candidate had violated the Law on Elections and was removed from the candidate list. 2288 candidates run for aimag and UB government elections.

June 11, 2016. Election campaign starts officially
Election campaign period set comparatively short lasting only 17 days. Previously the campaign period was 45 days where the candidates had been launching their campaigns once receipt of their confirmation mandates. But this election the candidates had launched their campaigns on the same day to ensure fair competition. Yet another new provision of the law restricted organization of the cultural events, banned distribution of cash and items as well as it prohibited use of the commercial billboards for elections. The candidates were allocated time for an interview at Mongolian National Broadcasting channel and each candidate had only 15 minutes to introduce their platforms or air their promotional ads.
June 27, 2016. Election campaign finished officially.
June 28, 2016. 3978 voters voted through ballot boxes between 9.00-20.00.
June 29, 2016. Voting started at 7.00 to be ceased at 22.00
1,912,901 voters had registered in the 2016 voters’ list countrywide, 50% of all the voters are young people of 18-35 age.
The voting shall be considered valid with voting rate of 50% and candidate with the most votes shall be confirmed to win.
