The Council under the Parliament Speaker postponed the Parliament non-regular session opening until February 18. The non-regular session supposed to start on Monday, February 15 but due to incomplete quorum was postponed as MPP caucus members refused to arrive.

As the DP caucus was not able to complete the quorum by itself, a word of mouth was spread around that the caucus leaders were in negotiations lead to the decision of the Council under the Speaker.

The Council meeting had seen attendance of B.Garamgaibaatar, MP, DP caucus leader, S.Byambatsogt, MP, MPP caucus leader and N.Battsereg, MP, MPRP-MNDP Integrity coalition caucus leader. The Council under the Speaker includes leaders of caucus and coalitions in the Parliament and heads of the Standing committees with main responsibility to resolve issues related to the Parliament procedure such as defining queue of issues to be discussed etc.

The main reason of the deadlock of non-regular session seems to have origins to the issue of dismissal of Constitutional court head as the MPP caucus stands against this idea. Along with that, discussions and talks to agree on the appointment of the deputy minister may have happened during these 24 hours of Parliament session delay as rumors confirm appointment of ex-President N. Enkhbayar for the position.

Information sources swear that this is the only case when the non-regular session opening was delayed in the past 26 years since the Mongolian Parliament was established.

The majority in the Parliament or the DP caucus was called to complete the quorum. The DP has 35 seats, 4 members are currently abroad on business to return by Thursday.

And 3 independent members

The plenary session shall be legitimate with 39 members present. For a new the Integrity coalition caucus, CWGP and independent members haven’t yet expressed their position on their attendance.
