Every year we gather here at the economic forum and discuss the issues that we are facing and come up with the decisions. Mongolians, who deliver their critics to the government, deliver their opinions and ideas to President as well.

And this is the way when we walk together to define our roadmap. This year forum is a very specific one as an election year. After 90 days results of Parliamentary elections would be announced. Mongolian people will see who is elected for the new Parliament in 90 days.

Therefore, I want the voices and opinions and whatever was discussed during these sessions to be conveyed to the people who will run the state in the next four years. Many people struggle to live. I had said 4-5 years ago that “people to do politics do the politics, who does economy, do the economy”.

If everything that I had said before was done in the past, we wouldn’t be at today’s level; the state budget would’ve never had experience bad debts. Because the mega projects didn’t move, many people have no jobs, no income. I understand that this is the damage to Mongolia. The business entities face the same; they say they have no money.

If we would’ve exporting when the commodity prices were high, we would’ve not face today’s situation. If we could’ve create value added products that time, I guess, we would’ve never seen the crisis. Mongolia will not be given too many opportunities. Mongolians say, butter in a mouth. Yesterday, I thought that if I could pawn the Mongolians devil pot tale. (i.e. meaning strongly contend with each other). The second reason is the accountability structure. The exam that any politician must pass is the exam of accountability. I see this as a tool to test a politician.

We have to make the public service an accountable. We have to have a legal structure that shall not allow anyone to gain, but not to repress anyone.

You have to ask some certain questions from the parties to run in elections. Will the parties be open to politics? Will the parties to have a law that could liquidate those parties in case of violations of the law?

As the top is eaten by worms, the Mongolian society is in very difficult situation.

The Government, the Finance Minister must be accountable if the country rating gone down. All these must be legally tied up.

I want to highlight the money issue here. The Mongolian economy is lack of cash. Without liberating the financial market, without proper market, the economy won’t improve at all.

Insurance, mortgage must be created. Financial liberation must move on. I strongly believe that we will move on. This is an open society. Let’s discuss it together.
