Pursuant to Government Resolution No. 235 of 2026 of the Government of Mongolia, the Minutes of the 28th Session of the Government of 2026, Resolutions No. 25/01 of 2025 and No. 26/68 of 2026 of the Ulaanbaatar Citizens' Representatives Khural, Order No. A/1162 of 2026 of the Governor of the Capital City, and other relevant decisions, the Capital City of Ulaanbaatar and “Chinggis khaan sovereign wealth fund holding” LLC are jointly working to organize the selection of a private-sector partner, conduct partnership agreement negotiations, and conclude an agreement for implementation of the "Coal-Pyrolysis Plant" Project under a public-private partnership (PPP) arrangement.
The Project will be implemented based on the Baganuur coal deposit and is planned to process 1.8 million tons of brown coal annually, producing 600,000 tons of semi-coke, 82,000 tons of coal tar, and generating 40 MW of electric power using pyrolysis gas. The Project's technical and economic feasibility study has been reviewed and approved by the Scientific and Technical Councils of the Ministry of Industry and Mineral Resources and the Ministry of Energy, respectively. Construction is planned to commence in the fourth quarter of 2026.
This Project is embodied in Mongolia's development policy documents and in the Government's 2024–2028 Action Programme, and carries strategic significance for reducing air pollution in Ulaanbaatar and for advancing value-added mineral processing. Accordingly, we invite interested domestic and international investors, technology providers, EPC contractors, operations and maintenance (O&M) operators, financial institutions, and consortia wishing to jointly implement this Project under a public-private partnership to submit a Letter of Interest (LOI) expressing their interest in participating in the Project.
Deadline and Format for Submitting Expressions of Interest
Interested parties must submit a Letter of Interest expressing their interest in participating in the Project by email to ppp@ulaanbaatar.mn no later than 17:00 (Ulaanbaatar Time, GMT+8) on 31 August 2026.
Legal entities that formally express interest will, in accordance with the relevant laws and regulations, be sent an invitation to participate in the next stage of the Project and will have the right to submit a project proposal. This notice is intended solely to identify legal entities capable of implementing the Project and does not create any right or obligation for any party to conclude a contract.
