The most important event of the last week was definitely the non-regular session of the Parliament. The non regular session announced to start on February 15, 2015 was postponed until 18^th.

The postponed session started at 10.45 am and closed at 20.40. Though Speaker Z.Enkhbold announced the non-regular session to convene for two weeks, but in reality it lasted only half day which became a main issue for critics. And yet 24 drafts were discussed during the session.

However, the majority caucus held discussion and explained that the issues to be ratified only. And the agenda also included the issue of dismissal of J.Amarsanaa, head of the Constitutional court.

The MPP caucus criticized the DP that their main agenda to call the non-regular session was to make a decision on dismissal of J.Amarsanaa, head of the Constitutional court, the issue which attracted attentions of many.

The resolution of the Parliament to dismiss J.Amarsanaa is already enforced with N.Jantsan, member of the Constitutional Court to lead the structure. According to the law, in case of dismissal of the head of Constitutional court, the eldest member to serve, until the appointment of a new official. The Supreme Court is supposed to name the candidate whose candidacy to be ratified by the Parliament. And the Constitutional court to elect its head once it will have full quorum.

This is how the new head of the Constitutional court to be appointed in accordance to the law. But the MPP caucus in the Parliament clarified that the DP see the problem as the matter of position, and their interests. MPP shall not be involved in such illegal action they said. In addition to that, some DP members insulted MPP and MPRP members. So, due to such unethical actions, MPP shall address to the Committee on Ethics and legislative authorities, the MPP stated. In spite of MPP statement, DP made their own statement saying that “The dismissal of the Constitutional Court member is not an illegal issue. It complies with the laws. Nothing was to violate the law”.

To recall the process, the MPP caucus had refused to attend the non-regular session and DP caucus with 35 seats could not complete quorum of 39 and due to this protest the session was postponed three times. And finally with arrival of 34 DP members (1 MP on travel), 4 of Integrity coalition and 1 CWGP, the session convened for half day.
