O.Baasankhuu: waiting for the standing committee session

The proposal issued by MPs, lead by G.Uyanga to dismiss Ch.Saikhanbileg, PM is supposed to be discussed at the Standing committee on State structure today. However the session is on hold due to incomplete quorum. The session scheduled to start at 8.30 am was delayed until afternoon with only 8 DP caucus MPs and S.Demberel, Civil Will Green party with G.Uyanga, initiator absent.

Following the delay the Justice caucus of MPRP-Nation New Party officially expressed its position that the caucus does not supports the dismissal. We have checked the information on separate meeting of L.Tsog, O.Baasankhuu, G.Uyanga who are standing against an official position of their caucus. O.Baasankhuu, MP addressed our concerns:

-Your caucus officially made a statement that it won’t dismiss the Prime Minister. However, you, L.Tsog and G.Uyanga have different opinion and three of you are holding a meeting. So what is the situation now?

-We stand on our position to not attend in a such “boxed decision” and we are waiting for the Standing committee session

-Your caucus refused to support dismissal of PM. The DP caucus made the same statement. It seems your proposal won’t reach its goal. What would you do now?

-Every time it’s like that. Head of the caucus Battsereg is the minister of Environment and Green Development, Z.Bayanselenge is the minister of Construction and Development. Surely, they won’t vote against their cabinet. So the caucus decision is weak itself. We will wait for the standing committee session

The session of the Standing committee on State structure is scheduled to start at 13.30. the standing committee consists of 19 members. If G.Uyanga, the initiator would’ve presented at the meeting the quorum would’ve been full. And it is certain that the DP would reach a decision to not dismiss the PM with majority of votes at the session. So we would assume that G.Uyanga “disappeared” to not attend the session and “playing hide and seek” in the Parliament house. Even if the standing committee will convene today at full quorum, the DP majority will not support the dismissal issue. Whatever the result of the session, the dismissal proposal shall be discussed within today and presented to the plenary session. And yet there are anticipations that the dismissal issue won’t progress as majority will stand against.

13 MPP MPs signed the dismissal request, but non of MPP caucus members arrived to the standing committee meeting which raises the concern whether the MPP has unified position. So far the MPP has not yet expressed its official position on PM dismissal.

Meanwhile, the National Council of DP was scheduled to have its session yesterday (January 20, 2016) at 17.00 which was delayed once again. The Council consists of 288 members, and only 70 of members from Shonkhor, Mongolian Democratic Union had arrived for the meeting. L.Erkhembayar, acting general secretary of the NC on session postponement:

-The stability of the Government is more important and yet challenging issue for us instead of discussing the internal issues during the NC meeting. This issue directly related not only to DP but to the Mongolia. We are talking about Mongolian development. So, we have to address the dismissal issue

Although the DP NC quorum was incomplete, the DP MPs at the Parliament hold unified position to not dismiss the PM. They believe to hold NC session after resolving the PM issue. But there are also some guesses around that the other caucus members are not attending the sessions to give a notification to Z.Enkhbold, speaker who all of a sudden started to challenge others.

Meanwhile: the session of the standing committee on state structure scheduled at 13.30 was postponed again. The plenary session is scheduled at 14.00. The standing committee on state structure to convene after the plenary session which agenda includes some hot topics including the final discussion of Parliament draft resolution on state ownership share in Gatsuurt project, first discussion of Parliament draft resolution on including Noyon mountain in state reserve.
